The purchases in Topo GPS are connected to your Google Play account on Android, and to your Apple ID on iOS. It is therefore not possible to transfer purchases from Android to iOS in Topo GPS (and vice versa).
If you are using Android, please make sure that you allow Topo GPS to use the battery in the background (Settings > Apps > Topo GPS > Advanced). Also disable possible battery optimizations for Topo GPS.
